The 1st Crop circle this year appears at Salisbury, UK on May 5, 2010, next to military base, ufo sighting.Statement from Matt Holloway - Gentleman who first announced the arrival of the first crop circle formation of the year:"I must say I was quite surprised that I was the first to report the circle. Maybe I should give you a brief rundown of events to give you some idea of time scale.I work at a factory a few miles north of the city and we have a works bus that takes us in, so I first passed that field at about 7:15am. As an avid enthusiast for Crop circles and other strange phenomenon I am always looking out for strange events wherever I travel. And I can say with complete confidence the formation was not there when I proceeded to work. When I was returning from work at about 5.20pm I only noticed an area of flattened crop. I wasn't totally sure if it was a formation as it wasn't well defined from the road. After returning home I had a quick search on a few website to see if anything had been reported. As there hadn't I grabbed my camera and headed up to Old Sarum. I expected there to be at another formation already as we don't have many formations appear that close to Salisbury, usually they appear around Stonehenge, and I aware of previous formations at Pepperbox Hill, near Alderbury. But most formations are on the Plain and we haven't had such a close formation for a number of years.After reaching Old Sarum at about 8.40pm I went round to the north side and there it was. I got my camera out and started snapping away. Even from the hill the perspective of the formation wasn't great and it was quite hard to make out the design. But as I focused on it I almost went into a trance, the usually noisy sheep grazing the grass of the fort and the pigs across at Mr. Paynes farm went silent and I heard no sound from the busy main road. I was just focused on the circle oblivious to anything else around me.So, from the time I first saw the formation to the time I revisited the site was a period of at least three hours. I expected there to be other people looking upon it or even some tracks going into the field, but there was nothing. I decided to try and gain permission to go into the field so I walked to the houses set back behind the fields and knocked on the door. A lady named Jenny answered the door and I asked her for permission to enter the field, but she informed me she only rented the cottage and I would have to get permission from the farm manager. Who I was unable to contact that evening. (I have since spoken to him and he has allowed me to visit the field on Sunday 9th May for an hour to take a look with a maximum of two other people.) Also she was unaware that there was a formation in the field.As too the construction. I find it hard to believe that it was created in broad daylight by people without being seen, which leaves alternative explanations of which I am still very undecided about...The symbols of the circle are very intriguing; in fact the disc with wings seems to be prevalent in many cultures from the Samarians and Egyptians through to native Americans. A Reflection About The Official Investigation
The following article only represents the personal viewpoint of the author.When "flying saucers" -or what the surprised observers thought they were- began to be seen over the territory of the United States of America, the first responders to those news were not the official authorities, but the private initiative, like the Aerial Phenomena Research Organization (APRO), followed by the National Investigation Committee on Aerial Phenomena (NICAP). Decades later, it was known that while APRO was an initiative of Jim and Coral Lorenzen espouses, NICAP was an instrument of the Central Intelligence Agency (CIA).Due to the fact of the Cold War and the fear of an atomic attack and/or espionage from the air, as a real matter of defense, the just created United States Air Force (USAF) found reasonable to start a very modest activity in order to know if someone could have really seen the presence of the enemy, or if there were just common mis-identifications of natural phenomena or man-made devices.That modest activity that really tried to save the face of the USAF confronted to people who made the most incredible claims, knew different stages of activity and different names. It started by being "Project Sign", then "Grudge" and finally "Blue-Book", the most known of the three because it had the very active Captain Edward J. Ruppelt commanding it.It was Capt. Ruppelt who created the acronym UFO, meaning Unidentified Flying Object, and pronounced as "you foe". The overtone of this pronunciation is very suggestive. But the USAF never came to a definite conclusion about the UFO subject because there were deliberate efforts to avoid plans of detection and alarm that could have been useful to determine -maybe-once and for all, what those objects were.Finally, to the USAF the whole UFO subject was an embarrassment, and the military tried to get rid of it in the best possible way. That was the basis for the so-called "Scientific Study on Unidentified Flying Objects" done by a team of scientists leaded by physicist Prof. Edward U. Condon of the Colorado University.The "study" was a real mess. Discredited by the E.T. fans, and by serious investigators, it helped anyway the USAF to take the decision to put an end to its official investigation.Since then -1969- the USAF never returned to investigate UFOs. Its repeated statement that UFOs "do not pose a threat to national security" has been the main reason to close their activity. From the viewpoint of defense, the USAF had nothing else to do. Period.This is, after all, a pioneer attitude from the military in relation to the UFO subject, an attitude that should be taken as an example to follow by the military of other countries.When the Mexican Air Force was confronted with a possible UFO case that involved directly people of its own personnel, nevertheless it didn't do anything to investigate, analyze or study the UFO subject. The Mexican Air Force was right to consider that this was not a matter of its concern, and thought to pass the case to a civilian person. But it chose the wrong person: Mr. Jaime Mauss'an. Certainly he is probably the most publicly known person related with the UFO subject in his country, due to his public conferences, and TV programs, but not the right one.And this mistake is also a lesson to learn for other Air Forces: choose the right people for the work that has to be done. Choose people with the best background of experience and expertise in investigating and study UFO reports. Choose people who along the years have demonstrated a sober attitude, who apply the scientific method and who do not exploit commercially the UFO subject. Choose people with enough common sense and criteria. People who will never mix with charlatans, swindlers, and/or cultist groups. People that also have international prestige based on their work of years in the issue. In other words, people you can really trust. That is the main lesson the Air Forces (and particularly those in Latin America) have to learn from the Mexican event.The intelligence authorities of the United Kingdom Royal Air Force have definitely established that from the defense viewpoint UFOs are not a matter of concern.After decades of secretly investigating and studying UFOs, those authorities concluded that there was no need to be doing so any more, because UFOs do not pose a danger for the national security and should not be of concern to the military authorities.The British authorities established clearly that UFOs are not a matter of defense, therefore it is out of the military scope.And the most important thing that those authorities did was to publish in a Web site, all the documents that for decades were secret. They made all those documents available to the general public.France took a different official approach since the Seventies.Traditionally in France, it was the Gendarmerie (the police) who dealt with UFO reports, as it happens naturally in many other countries, just because it is easier for a person to go to the nearest police station to report what happened.But of course it is not the task of the police to investigate the UFO subject per se, and the only thing that the police could do -beyond verify certain data given by the person who made a report- is to accumulate chronologically those reports, and that is all.Therefore in France they relied on scientists to deal with UFOs, because they correctly understood that it is above all a scientific matter and not a military one.And France gave relevance to the study when put it in the hands of the CNES, the National Center for Space Studies and within the CNES created a panel under the original name of GEPAN, Unidentified Aerial Phenomena Study Group, later named GEIPAN, because they added the activity of Information.Along the years, the French group has provided to its country and all the UFO investigators throughout the world with very important studies dealing with physics and psychology that have been published. Finally, in 2007, GEIPAN decided to put on the Internet all the cases that it had in its files, because there is no scientific reason to keep them out of the public. Nothing extraordinary came out from those files, but they are there for anyone who wants to read them.When in 1979, the Uruguayan Air Force created the CRIDOVNI -Commission for the Reception and Investigation of UFO Reports, it followed the pattern taken by the U.S.A. during the Cold War, which could be reasonable at that time.But after 1989, when the Cold War was over, UFOs shouldn't be any longer a matter of concern to the Uruguayan Air Force, who should have been open to the initiative proposed by CIOVI (the pioneer and experienced private Center that since 1958 had been investigating and studying UFO cases) in 1985, to create a national institution dedicated to the subject. That institution would have given priority to scientists and technicians, to the universities, creating the real environment where the UFO subject has to be dealt with. Of course the Uruguayan Air Force would be part of the national institution as well as the Army, the Navy and the police.The proposal circulated among all the Ministries in Uruguay. All of them were ready to participate, but when it came to the Defense Ministry, the initiative was dismissed under the pretext that it will duplicate the efforts already done by the Air Force, a total fallacy. But it worked, and the project was finally declined.The Uruguayan Air Force make the big mistake not to rely on CIOVI --that was the organization that have been working for 21 years with the Force--, but in another couple of private institutions that never made a signifying work dealing with the UFO subject.It was a tricky beginning. After the official Commission was created, CIOVI was called to be a part of it. After a meeting with then the President of the Commission, Colonel Eduardo Aguirre, CIOVI agreed to participate, but -on a remarkable difference with the other institutions called initially to be part of the Commission-- CIOVI continued being an independent private institution. The relationship with the Commission was therefore an institutional one.The first press conference given by the brand new Commission was made on the basis of cases studied and closed by CIOVI. CIOVI tried to provide the Commission with all its experience in the field investigation and the study of cases and brought to the Commission an evaluation system for the classification of the cases studied, which was declined in favor of an incoherent and unreasonable system that pleased to those who wanted to keep the myth of the extraterrestrial and the strange at any cost.Finally the work with those people became practically impossible and CIOVI left formally the Commission with a letter of resignation.This does not mean in any way that CIOVI was not ready to cooperate with the Commission if it was called to do so, and, and as a matter of fact it did.When CIOVI decided to put an end to its activities in 2008, after 50 years of uninterrupted work, it received letters of recognition and commendation from the Commander in Chief of the Uruguayan Air Force and from the president of the CRIDOVNI.In a meeting with the President of CRIDOVNI, the people that belonged to CIOVI let him know that they were ready to cooperate. A recent international congress convened by people who belong to the Commission was really regrettable. There is no reason whatsoever to put together people who represents officially the host country with people that belongs to cultists groups as Rahma, or people who forgets the "U" in UFO, and only think that they are dealing with extraterrestrial devices.This is not the correct environment to characterize the UFO problem, and this is clearly at odds with a scientific approach to the subject.Now, following the way of doing the things in the old times of the Cold War, the Argentinean Air Force announced recently that would create an official commission. The worst thing that this commission could to is to take the Uruguayan one as an example to follow. We hope that wouldn't be the case.We hope that the Argentinean UAPSG members will do all that it is in their capability to avoid another mistake.And we hope that the Argentinean Air Force could understand that UFOs are no longer a matter of defense, but a question for scientists and technicians to solve. In that sense we consider very auspicious that the AAF has publicly announced that it will rely on scientists and technicians.Therefore, if there is a reason to have an official UFO activity, it is on the basis that it has to be in the hands of scientists, technicians, and well-credited experts in the subject.An official institution benefits of all the resources it could have and the requests of information, transportation, analysis, etc. that could do. Boggy Depot Recap
That night, eleven miles outside town, at the Boggy Depot State Park, an evening of Bigfoot related movies was underway. It was a meet-n-greet for the guests and attendees and quite the success, as I learned the following morning.
The day held promise as I arrived early the next day. It was cool and sunny and looked to be the best of all possible conditions, save for some annoying winds that buffetted the tarps surrounding the covered picnic area that would serve as the main arena. With an ad-hoc podium, congregational rows of chairs, and a tented-in pavilion, the whole event felt like a camp revival for Bigfooters. If only I knew that soon I would witness the speaking of tongues.
Within a short period, other vendors began showing up: a man selling Bigfoot t-shirts, the delightful aroma of food filled the air, and a large moon bounce was erected for the kiddos. Drumming and singing was heard from a contingent of Choctaw men and women, dressed in traditional garb.
Attendees settled in quickly and early. Despite a late start, all eyes were focused on Randy Harrington and Darren Lee as they delved into the intricacies of hunting for this elusive creature. Then it was Brit Nick Redfern's turn. He talked about various unknown beasts from the UK as well as Texas, where he now resides. His current book is about these various strange animals from Texas legends. It was co-authored by Ken Gerhard, who was also in attendance. When their back-to-back talks were concluded, it signaled a break in the day's events and devotees flocked to the two men like groupies to rock stars.
During the morning, the sun slowly receded and a roiling charcoal sky filled its absence. The wind picked up, tearing through the trees and sending a shower of golden leaves fleeing only moments before the heavens erupted. The rain fell in periodic torrents for the next several hours. Many attendees scurried with sudden urgency to the vendor tents that had thus far gone somewhat ignored. Ah, to be in such sudden demand.
When the talks resumed, the crowd was still holding strong even if a few had been washed away down stream. A retired Navy crypto-linguist, R. Scott Nelson, introduced neophytes to the lost language of Sasquatch - to the amusement of some. It was hard to ignore how funny this grunting, gutteral language sounded when he would parrot what had just been heard on an audio file. I can't describe it other than to say it bore more than a passing resemblance to Klingon. And while I was left with questions (namely how rudimentary translations of discreet sounds can be established without visual context), I daresay not a soul was bored with the presentation.
We heard from cartoonist Robert Swain, known for his popular Laughsquatch comics. If you're not familiar with them, think a Farside take on Bigfoot.
New Zealander, Daniel Falconer, who is an artist with the visual effects company WETA (known for their work on several Peter Jackson projects, including Lord of the Rings and King Kong), showed the audience some behind the scenes footage of how these movie monsters are made. His presentation was compelling because this is a company that, with millions of dollars, can make a believable hoax. This stands as a strong argument against the common thought that you can just throw on a monkey suit and fool people. As an example, he showed a commercial for a New Zealand search and rescue outfit that utilized a Yeti costume the company had designed. It cost more than 25,000 dollars to create but was still obviously fake. While the body looked very good, the facial features just gave it away.
He also passed around a latex foot of a "Hobbit" (worn by one of the principle actors in the films) that was remarkable for its degree of detail. It had dermal ridges, a cracked toenail, calluses... These are details that would never have translated to screen, but they were there. Ostensibly, these are added to increase the degree of verisimilitude both for the actors portraying the characters and for the off chance Jackson needed a closeup shot of a foot. But what amazes me is that these artists had no problem fashioning a believeable foot - and frankly one more believable than half the casts out there right now. If this silicone foot had been stamped into some muddy soil, I can guarantee you it would send shockwaves. But it wouldn't have been real. I think that's definitely something worth pondering.
By the time I got up to speak, much of the crowd had left. Whether driven out by the nonstop rain or maybe I just didn't hold their interest, I won't speculate. I'd like to think I entertained those few left. Microphone problems had me dusting off some old theater skills in projecting my voice over the wind and weather. I hope everyone managed to catch an earful of my tales of Bigfoot, Thundebirds, and mysterious alligator-headed beasts that walk on two legs.
Concluding the lineup of guests were members of Paranormal Investigations of North Texas. Sharing EVP's, videos, and still images from their various haunted excursions, the team had the fewest attendees, but this was probably beneficial since it allowed everyone to gather in close to hear their various audio files. One of the interesting events that happened to them occurred only the night before as they investigated a cemetery close by. Filled with Civil War Era stones, the cemetery is a gorgeous spot to rest for eternity. However, it was a far newer grave that yielded an EVP of a little girl's voice calling out "Momma?"
The day's events concluded with dinner from Bigfoot Bar-B-Q and an auction of Bigfoot track casts, books, collectors items, and a framed print from King Kong (complete with two spent shells collected from a gunfight in the movie) that was supplied by Daniel Falconer.
I have been assured that another is already in the works for next year. I'm glad. Despite the torrents of rain, it was still a very successful event with some interesting speakers in a lovely part of the state. I look forward to returning to Boggy Depot next year.

The Cahill Alien Encounter
In August 1993, 27-year-old Kelly Cahill, her husband and three children were driving home after a visit to a friend's house.
Their routine journey would soon become a harrowing trip into an unknown world of strange beings that occupied space but were void of color as we know it. The Dandenong foothills, near Belgrave, Victoria, Australia would have its location forever linked to one of the most unusual sightings of a strange creature in Ufology archives.
Journey Home:
After midnight, the Cahills were on their journey home when they first noticed the lights of a rounded craft with windows around it.
It silently hovered above the road. Different colored lights were clearly visible on the bottom of the object. The UFO was so close to the ground that Kelly thought she could see people through the window openings.
As she began screaming to her husband what she was seeing, the craft zoomed off to their left, disappearing as quickly as it had made itself known.
Blinding Light:
Continuing their drive home with a renewed interest in the sky, they suddenly came upon a light so bright they were practically blinded.
Shading her eyes from the intense light with her hands over her eyes, Kelly begged of her husband, "What are you going to do?" Her husband, now frightened to death by the glowing presence before them, replied, "I am going to keep on driving." Within what seemed only a second or two, Kelly was now very relaxed, suddenly calmed by the absence of the UFO.

Missing Time:
The first words out of Kelly's mouth were, "What happened, did I blackout?" Her husband said nothing, as he had no answer to give his wife. He cautiously drove his family home.
Upon their safe arrival Kelly could smell a foul odor, like vomit, and she suddenly felt as though something was missing from their drive home. Something was missing... an hour or so of time had vanished from her and her family's life.
That night as Kelly undressed for bed, she noticed a strange triangular mark on her navel-a mark she had never seen before.
It must have been created early this every night. But how? And why? And most importantly, by whom? Kelly suffered from general malaise for the next two weeks, and was taken to the hospital on two occasions, one for severe stomach pain, and another for a uterine infection.
Walking Toward a Giant Craft:
Kelly would recall the object they had seen in a slightly different place than she first remembered. It was hovering in a gully, and the UFO was big. She estimated it at 150 feet in diameter.
She could also recall that when the object was first spotted, her husband had stopped the car, and both her and her husband had gotten out of the vehicle, and walked in the direction of the massive craft.
Not Having a Soul:
To their surprise, they noticed another car stopped on the side of the road. As they walked toward the craft, they saw a creature unlike either of them had ever seen before.
It was black, not a black color but black as if all matter was removed where its presence was. Kelly would later describe it as "not having a soul." Kelly's words for the alien were "void of color." The black alien entity was taller than an average man, about 7 feet tall, according to Kelly.
Aliens Moved Effortlessly:
After being mesmerized by the sight of the being, she saw more of them. "Heaps of them" is how Kelly described them as she stared into the open field. The aliens were out there in the field, beneath the immense flying craft.
The beings seemed to congregate in small groups, and one group glided toward Kelly and her husband, covering a hundred yards in a mere few seconds. Another group was approaching the other car which sat motionless near the hovering craft.
Second Family Abducted:
Her great fear and dread would cause her to scream at the alien-looking entities to leave them alone. She remembered going unconscious, and then... she was back in their car. As strange as this encounter seems, it was not without corroboration.
The occupants in the other car would come forward and tell almost an exact story, a story of abduction, mind control, and embarrassing medical procedures.
Conclusion:
This particular case is the only one to my knowledge to describe such a being, although there are some very strange aliens described in various accounts. We have no reason to discount the Cahill account, and it remains one of the best cases of alien abduction on record.
COMMENT - BILL CHALKER
Kelly has gone on to write her own account of the experience and its difficult aftermath. In October 1994 John Auchettl and PRA, whose investigative thoroughness is to be commended, released a comprehensive report on the affair. In this emotionally explosive area it is easy for people to get caught up in less than satisfactory situations while they attempt to understand extraordinary experiences. I hope this event and the documentation that flows from it will be of some help to others in similar situations.
The victims of these experiences must not be unrealistically encouraged by advocates of an alien presence; nor, at the other extreme, should they be ridiculed by the sceptical among us. They should be helped to deal with their experiences, whether those experiences turn out to be prosaic or profound in origin. The second part of this report will review the PRA report and examine in detail the accounts of the other group of witnesses. The 1952 Ufo Wave And Washington D C A Case Study In Parasociology Part 1
This post is the second major parasociological case study proposed on this blog (the first being the Barney and Betty Hill story). It looks at the 1952 UFO wave in the United States, emphasizing the events around Washington D.C. in July of the same year. One of the main objectives of parasociology is to explore the possibility that social events might have paranormal or "psi" implications. UFO waves were selected as a prime research object because they are, in themselves, social events which are unexplainable through traditional scientific means. The central question, therefore, is whether strange events in the air are linked to and dependent on events on the ground?
To answer this question it is necessary to analyze the data in a meaningful way, and as much as possible by avoiding a reinvention of the wheel. As discussed in several previous posts, UFO waves seem to have a lot in common with poltergeist events, better known as Recurrent Spontaneous Psychokinesis (RSPK) in parapsychology. The study of RSPK has progressed in the last 30 years, and one of the most potent models to study them is the one developed by the German parapsychologist Walter von Lucadou.
His model is called the Model of Pragmatic Information (MPI), and it is inspired by system theory, quantum physics and many years of empirical research on RSPK. Von Lucadou has a Ph.D. in physics, and a Ph.D. in psychology. He is the head of a research institute on the paranormal in Freiburg, Germany, which is funded by the German government. Unfortunately, even if he published many peer-reviewed articles in scholarly journal in English, his work is not that well-known in the English-speaking world. Hence, as part of this case study, a relatively extensive presentation of his model will be required, but it will be integrated in the case analysis.
THE 1952 UFO WAVE: THE BASICS
It is difficult to establish what constitutes a UFO wave because it has many undefined dimensions. For instance, how many sightings are necessary to have a wave? Over how long a period do we need to have a wave? Are waves only possible if there are newspapers to report them, and hence is it a mass media phenomenon? What percentage of sightings should be "unexplained" to be a "real" wave? Etc. As one can see, defining what constitutes a wave includes a large degree of interpretation. Yet, there are many pitfalls related to developing water-tight definitions for events that are essentially based on perception. To avoid such conundrum, it is proposed to look at the notion of UFO wave from both a relative and sociological standpoint. A wave would therefore be a significant increase in UFO observations compared to other time periods, and such significant increase in UFO observations gets the attention of a relatively large portion of a society. Given this definition, each society would have it own "list" of UFO waves. In the case of the United States, according to this perspective on UFO wave there would have been only 3 major waves: 1897-98, 1952, and 1973.
Statistically, the 1952 UFO wave was the largest one in the United States between 1947 and 1973. The famous ufologist Allan Hynek did a detailed review of all cases submitted to the Project Blue Book (from 1947 to 1969). His analysis was based on the 600 or so cases (out of 13,000) that were considered as "Unidentified." Of those 600 cases, 242 occurred in 1952 (out of about 400 sightings over all reported to Blue Book for 1952), making it the peak year for the period covered by the Project Blue Book. 1954 came as a distant second with 46 "Unidentified" cases.
If one pushes the analysis further within the year 1952, the peak month was July with 55 "unidentified" cases, followed by June with 40 cases, August with 28 cases and September with 27 cases. Hynek did not extend his analysis to cases within the month of July 1952. However, if one uses the NICAP compilation of reports (which does not distinguish between "identified" and "unidentified"), there was three peaks in July: a small peak of sightings on July 12, a second peak between 21 and 23 July, and the biggest peak between 27 and 29 July.
The 1952 sightings occurred across the United States, from the West coast to the East coast, as well as where there were U.S. military installations (Korea, Okinawa, Greenland, Newfoundland, Germany). This military nature of sightings was simply a reporting effect, as many cases reported to the Project Blue Book came as a requirement for military personnel to report such observations. The events that grabbed the most attention, however, were two series of sightings that occurred around Washington D.C., interestingly a day before each of the main peaks for July, namely on the night of July 19-20, and the night of July 26-27.

THE MPI MODEL FOR RSPK: THE 4 PHASES
To test the hypothesis that UFO waves would be "grand scale poltergeists," it is essential to evaluated whether UFO waves share the same fundamental characteristics that of RSPK events. On the surface, these two types of phenomena appear completely distinct. RSPKs occur usually in a house or a work place, they tend to involve the inexplicable movement, destruction or disappearance of mundane objects such as glasses, cutlery, bookshelves, windows, mirrors, etc. RSPKs are often linked to a particular individual in a family or work context.
Yet, if one looks beyond the surface and compare the structural components of UFO waves and RSPKs, one can find striking similarities. According to von Lucadou, RSPKs go through four phases, where the phenomenon tends to increase in intensity at the beginning, peak and then rapidly disappear. The four phases are: (1) surprise, (2) displacement, (3) decline, and (4) suppression. Let's compare these phases with the 1952 UFO wave.
"Phase one: the surprise"
Von Lucadou describes the first phase in those terms: "Generally, their onset is completely unexpected and they develop dramatically. As long as those involved believe that the events are due to external factors, like someone who is fooling them, impulses in electrical circuitry, leaking pipes, etc., the phenomena become stronger and grow into a real demonstration. Those involved feel ever more insecure and try to find external assistance, for example from the police, firemen or from institutions who can provide technical assistance. In this way the phenomena attract wide attention. In many cases there are a number of respectable, reliable and independent witnesses, who feel completely desperate about the causes of the phenomena. We call this the 'surprise phase.'"
The 1952 events in Washington are very similar in their structure to the surprise phase. Around 11:40 pm on 19 July 1952, the air controller Edward Nugent at the National Airport noticed on the radar a strange blip showing a high rate of acceleration. He called the senior controller, Harry Barnes, to confirm the radar returns. They then verified that their equipment was functioning properly, which was the case. They asked and got confirmation from a second radar station at the National Airport. Another controller, Howard Cocklin, saw orange lights in the night sky in the direction where the radar returns were coming. They asked confirmation from the radar crew at Andrews Air Force Base (AFB), and there was no return, but two military persons in different locations, William Brady and Bill Goodman, saw orange lights in the sky. It is interesting to note that Nugent and Barnes did not know what to think of all this, but they never thought that these returns were " flying saucers" or Russians aircrafts, and that if they did not appeared to be manufactured objects, they seemed to be under intelligent control.
Later on during the night, 3 different radar stations had the same strange returns. F-94 jet fighters were scrambles during the night but to no avail, the objects disappeared.
"Phase two: Displacement"
The second phase is described as thus: "It is followed by the first hunches that something supernatural might be going on. Indeed, the media, such as newspapers, radio and television show up. Depending upon the socio-cultural background, the phenomena may be attributed to phantoms, spirits, the deceased, witches, poltergeists and parapsychological powers. Only at this point do parapsychologists have the opportunity to get involved. Quite often the previous phase of hunches has already attributed the phenomena to one or more persons, and has coupled general desperation and anxieties with curiosity: the "displacement phase". During this phase, the interpretation of the phenomena shifts from external to internal sources. The same displacement takes place in the phenomena themselves. New types of events manifest, replacing those that had become familiar."
On the 21 July 1952, newspapers were reporting that "flying saucers" were seen in the sky of Washington D.C., but the coverage was relatively limited. Yet, the story was now out. During the second set of sightings, on 26-27 July, there were several journalists in the National Airport radar room. The story repeats itself in many ways, but with some differences. The first sightings occurred during the day, in the afternoon of 26 July that are noticed visually and on radar at Langley AFB. Then, the crew of an airliner of National Airlines saw glowing lights around 8:30 pm. It is only around 10:30 that the National Airport radars returned something unusual, and the controllers started the process of getting confirmation.
During the night, several F-94 jets fighters were scrambled and in some occasion were able to see strange lights and even had briefly their combat radar locked on those lights. But then, too, the object just vanished to come back later during the night. Although no one had any confirmation that the objects were solid as there was only radar returns and the visual sightings of lights, the press on the next morning did not hesitate to talk about D.C. being swarmed by "flying saucers".
"Phase three: Decline"
The third phase is von Lucadou's model is the one of decline. "As bad as matters are, worse is still to come. Journalists hungry for sensation, self-appointed "parapsychologists" or "exorcists" will plague those involved. To the external curiosity is added an ever-stronger pressure to reproduce the phenomena, which are still strongly confirmed by the initial eyewitnesses. The stronger this pressure grows, sometimes even enhanced by the parapsychologists who rush to the scene, the less the phenomena occur: the "decline phase" has begun. Many of those who expected sensational effects are now disappointed and leave. Often enough, the person who evoked the events is found to make use of manipulations or fraud during this phase." [11]
This phase occurred also in the 1952 wave. The word was out, and even President Truman wanted to be informed about what was going on. The journalists were on the alert for more, but no more major sighting occurred in the Washington D.C. area, and in fact the 1952 wave started to decline in August, as discussed above. The most significant event of this phase is the 29 July military press conference at the Pentagon, where senior military officials and head of technical services of the Air Force concluded that it was a big misunderstanding and that the radar returns were most likely caused by temperature inversion while the lights in the sky were simply stars having the appearance of wobbling because of humidity in the atmosphere. In other words, all the witnesses were wrong even if they were experienced technicians and military personnel.[12]
"Phase four: suppression"
The last phase of the MPI model is called suppression, and should be quite familiar to those who know the ufological literature. "Decline is followed by the final phase of poltergeist cases: 'suppression.' Fraud is more or less openly discussed, the people and witnesses involved are often ridiculed and discriminated in the mass media, witnesses may even deny (in court) their previous statements and debunking articles are published. The process of social suppression starts: a 'conspiracy to cover it up,' as Fanny Moser (1977, p. 30) termed it."[13] Such conspiracy, however, is not caused because people have secrets to hide, but rather because they not want to be seen as being ignorant or powerless. As von Lucadou wrote, "neither society nor governmental institutions are fond of the anarchy of poltergeist cases. Their objective is to command (or govern) reliable systems."[14]
In the case of the 1952 UFO wave, the suppression was done mostly through the efforts of the so-called Robertson panel[15], that also concluded that 90% of UFO sightings are mistakes or hoaxes, and the 10% remaining could be accounted for by temperature inversion phenomena and other more exotic natural phenomena. The panel also recommended that a mass public education programme about UFOs should be put in place so that the U.S. Air Force would not get swamped by reports from civilians. Although the report was classified, several parts of it became public in 1956 when Edward Ruppelt, who was head of the Project Blue Book up to the end of 1953, published his book "The Report on Unidentified Flying Objects".
These four phases are not simply descriptive characteristics of a RSPK, they actually represent a process of transferring pragmatic information necessary for psi effects to occur. Such information flow will be the topic of part 2 of this case study.
